PHILADELPHIA'S NEW RIVERFRONT PARK

Pier 11, now known as the Race Street Pier is one of the first public spaces to be designed and built by the Delaware River Waterfront Corporation as part of the new Civic Vision for the Central Delaware Riverfront-a vision which was developed by Penn Praxis and the Central Delaware Advisory Group based on civic principles identified in a series of public meetings engaging over 4,000 participants. 

These principles are:
Reconnecting the City to the river’s edge·        
Honor the river·        
Design with nature·        
Take the long view·        
Protect the public good·       
Make it real, Philadelphia


 


 SCHEME 1 “THE LAWN”AN EARTHWORK HILL, RINGED WITH SEATING AND SHAPED TO SLOPE DOWN TO THE RIVER, FORMS THE CENTERPIECE TO A NEW SOCIAL PIER. A WOOD SEATING TERRACE FACES SOUTH.

 SCHEME 2 “THE DECK”A ROLLING WOOD DECK IS SHAPED TO DRAMATICALLY BRING THE VISITOR UP AND THEN DOWN TO THE SPACE OF THE RIVER. ENCLOSED IN THE SOUTHERN “COVE” IS A SOCIAL “BEACH” WITH UMBRELLAS.

SCHEME 3 “THE SLICE”A DRAMATIC RAMP RISES ALONG THE NORTH FACE ALONGSIDE THE BRIDGE, DRAMATIZING THE SENSE OF ARRIVING IN THE SPACE OF THE RIVER. A LOWER TERRACE SUPPORTS A LAWN WITH GENEROUS SEATING AND SOCIAL SPACE.

The Delaware River Waterfront Corporation and the City of Philadelphia issued a Request for Proposals from qualified design consultants to prepare an urban design plan for the intersection of Race Street and Columbus Boulevard in Philadelphia, which included Piers 9 and 11 and a former Philadelphia Water Department building, and to provide design, construction documentation and construction administration services for improvements to Pier 11, located at the foot of Race Street on the central Delaware riverfront.  

The goal is to develop Pier 11 into a publicly accessible riverfront amenity for residents and tourists. This project will serve as an early implementation of the Civic Vision for the Central Delaware.    

This project is funded by the Department of Conservation and Natural Resources, the City of Philadelphia, and Delaware River Waterfront Corporation with support from the William Penn Foundation. 

Through this project, Delaware River Waterfront Corporation seeks to convert Pier 11 into the first new public space on the waterfront under its revised mandate to create and maintain a vibrant public realm along seven miles of the central Delaware River. This is an important first step in advancing and improving public access along the Delaware River.

On June 17, 2009, the Delaware River Waterfront Corporation Planning Committee hosted a public presentation from
6:00 p.m. - 8:30 p.m. at Festival Pier on Penn’s Landing, located on Columbus Boulevard at Spring Garden Street.  This presentation featured the design consultant finalists recruited through the RFP process.

Field Operations was selected as the design team.  The design team will deliver design and construction documents that will be issued to qualified contractors on a competitive bid basis.
